From June, 23 till June, 25 at Baikal Business Center (operating company “Grand Baikal”) there took place the VIIIth Meeting of heads of special services, security services and law enforcement bodies of the foreign states - partners of Federal Security Service of Russia. The company “Grand Baikal” has great experience of conducting international conferences, so it has organized the meeting.

83 delegations from 57 CIS and other foreign countries participated in the work of Irkutsk meeting. Among them are official representatives of Counterterrorist Committee of the UN Security Council, of the Regional antiterrorist structure of the Shanghai Organization of Cooperation and of the Antiterrorist centre of the CIS. For the first time delegations of special services of Brazil, India, Philippines and Vietnam participated in the forum. The Russian delegation was headed by the director of FSB of Russia Alexander Bortnikov.
In the first day in the conference halls of Baikal Business Center there took place three sections devoted to the actual issues of activities against the international terrorism, in particular - to counteraction against radicalization of population and to maintenance of security of global information space.

On June, 24 in the big conference hall of BBC there started the VIIIth meeting. The director of FSB of the Russian Federation Alexander Bortnikov read the greeting of the president of Russia Dmitry Medvedev. In his greeting speech the director of FSB expressed his confidence, that the decisions and recommendations of the meeting “will promote expansion of dialogue of all the parties interested in activities against terrorism and extremism, will increase of productivity of their interaction”.

Efficiency of such form of interaction of security service and law-enforcement structures was mentioned at briefings by the heads of special services of Italy, Brazil, China and Azerbaijan. In his turn, the chief executive of Counterterrorist committee of the United Nations SC Mike Smith has told the journalists that the forum in Irkutsk makes an important contribution to counteraction against terrorism at international level. Most of the session took place without the presence of mass-media.

In the evening in the main pavilion of Sibekspocenter there took place a gala reception hosted by the director of FSB of Russia. Designers and producers transformed the hall into a city garden of the end of the 19th - beginning of the 20th century. Pavilions, benches and artificial trees were lit with multi-colored garlands. Whimsical light and shade effects created an impression of a warm summer evening. Visitors enjoyed a big concert program of dance and singing. This evening on the stage of the “city garden” there sounded classical and jazz music.

On June, 25 participants of the meeting went to Lake Baikal. The big program included a show flight of the fighter SU-30 in Listvyanka, a three-hour water trip along the Krugobaikalskaya railway and a visit to the museum of wooden architecture “Taltsy” where a gala reception took place, hosted by the governor of Irkutsk region. Like on the second day of the meeting, the visitors were entertained here by a big musical program. This time was mainly folkloric.
